(california) My Car Was Hit By A 90 Year Old Woman. Can I Offer To Not File An Insurance Claim On The Condition That She Surrenders Her License?

I was leaning against my car while pumping gas when suddenly my car strongly jolted. I ran to the other side and saw a very old woman driving a car that was making contact with mine. She backed up, and then started pulling forward without moving her steer wheel at all, nearly hitting my car a 2nd time. A bystander heard me yelling at her to stop, and he asked her to step out of the car. She was extremely confused and probably should not be driving. She got out and the bystander parked the car for her.

The damage is relatively minor, just a few scratches and a light dent. She repeatedly denied hitting my car, even though I have multiple camera angles (my dashcam, my phone, and the gas station cameras). She reluctantly gave me her insurance information.

It kind of puts me in an awkward position. I don't want to be the young guy bullying an old lady for insurance money, but she almost certainly should not be driving. My car is old and scratched up anyways, so the damage doesn't make any noticeable difference. I found her son on Facebook and want to message him and make the offer that I will not file any insurance claim if she surrenders her license, so that this doesn't happen to someone else. Is that illegal / could that be considered coercion? If he agrees, can I request proof somehow?

If she does not want to surrender her license, my understanding is that I can file a medical review request with the DMV to see if she is competent to drive. If I go that route, will I have any follow-up? How long does that take? Am I entitled to know if they do revoke her license or not?
