[michigan] Baby Mama Drama - Police Won't Trespass, Escalated To Baby Mama Impersonating My Sister And Obtaining Info At Hospital Where My Sister's Baby Is In The Nicu

Long story short, my sister just had a baby and the baby is in the NICU. While my sister was at home, her fiance's baby mama from a past relationship showed up to the house and began to beat down the door with a hammer. This was caught on Ring cam. My sister calls the police to trespass the baby mama, and she leaves before they show up. Police say there is nothing they can do and do not want to see the Ring footage for some reason. My sister has an active PPO against the baby mama for issues like this in the past.

This morning my sister received a call from the hospital social worker asking if she would like to press charges/ban her fiance from the hospital. My sister was very confused and asked why. Social worker asked if my sister called for an update last night and seemed concerned, and said she'd call back.

Phone call back from the social worker - I guess someone called last night and was given info about my niece over the phone, without the special passcode that was set up for people to call in and ask, and they were alleging that her fiance was on her way to come "steal the baby". The social worker seemed very concerned and distraught and explained to my sister that the hospital went on lockdown last night because of the event. I guess they told my sister to contact the University Police (at a university children's hospital), university police said nothing they can do because no threat or harm was done, but they did say she could submit a FOIA request for the phone call.

I want to know a few things:

  1. Is what happened over the phone a violation of HIPAA? And what can my sister do to further protect her baby in the NICU? We don't know 100% who called in and can't prove it was the baby mama.

  2. Does anyone know the Michigan State Police's IG department so my sister can look into why they wouldn't want to view a video that I believe ultimately escalated further - whether it was the baby mama or not? She is having a lot of trouble getting anyone to enforce the PPO that is in place and I'm super worried about her.

TL;DR: baby mama tried to break into house with hammer. Left before police showed up. Police didn't care that it was caught on camera. Baby mama proceeds to pretend to be my sister and obtain info on my niece in NICU same night. Unsure how to proceed.
