A Teenager Took The Police On A High Speed Chase And Crashed Into My Car In The Process, Do I Have A Case To Be Able To Sue?

So yesterday, a 17 year old teenager driving his mother’s car was racing his girlfriend who was in a separate car and they passed by a deputy who attempted to stop them. He didn’t stop and attempted to flee, he ran through and intersection and hit one car at high speed and also hit my car, which my wife and I were in while we were waiting in a yield lane. The first car he hit took the brunt of the damage so my airbags weren’t deployed and we weren’t injured badly, just soreness and neck and back pain, but the damage to my car was enough to where it was undrivable and I had to have it towed. My question is, do I have a decent case here to be able sue the teens mother or her insurance? We’re in Virginia.
