Am I Being Extorted?

Last Thursday, my dog was stolen out of my yard. My yard has an electric fence and my dog has never gone outside the fence nor have I ever had any issues with any of my neighbors. I let my dog outside to go to the bathroom early in the morning around 5 AM and about 10 minutes later when I open the door, she was gone and after searching through the yard, I found her electric collar on the ground by my driveway. Her collar was extremely snug on her and has never came off before and I cannot believe in any way shape or form she could remove it herself. I immediately reached out to the local Humane Society in my town because my town does not have any animal control. I could not get a hold of anyone so I ended up driving there and the woman who claimed she was in charge admitted that she had my dog at the facility and told me if I wanted the dog back I would have to pay her $200. I told her that I didn’t understand how she even came to have my dog and that’s when she said that the police took my dog because it was running in the street and although it sounded odd at first, I decided that I would go over to the sheriffs office and ask them for the report and on my drive over there I received a call from the woman at the Humane Society And she said for me not to go to the sheriffs office because the police actually weren’t involved rather it was a “concerned citizen”. I began to feel like the entire situation was very fishy, and I told her that I wanted my dog back and that I didn’t feel that it was necessary for me to pay fees when my dog was stolen, and she became hostile and aggressive and told me if I didn’t pay her, I would never see my dog again. I reached out to the sheriffs office and they told me they wouldn’t be doing anything to help me so I went into the Humane Society today with the money that she requested and when I arrived, this woman told me that she had changed her mind and that I needed to pay her $500 if I was going to get my dog back. My dog is a purebred and cost me $1100 when I bought it that being said $500 is a lot of money for me and I just don’t understand how this woman can do this to me and have no consequences.
I feel that I have been a victim of theft and extortion, but the local sheriffs department who works alongside. The Humane Society has told me to bug off, and that they would not even write a report for me.
