Apartment Price Increases Mid-lease (pennsylvania)

Hello,
I moved in to my current apartment in July 2024, and it was a 1-year lease. I have 1 cat. At the time of move-in, there was a one-time $300 pet deposit.
My landlord recently forced us to use an online portal to pay and is banning paper checks. I logged into the portal for the first time, and it is showing my regular monthly payment plus a new $25 dollar "monthly pet fee".
I spoke to the property manager about this, saying it was a mistake and there is no mention of a pet fee in my lease (there isn't). She said that she sent an email notice in January (which I did not receive, by the way) and part of it read:
"Upcoming change: effective March 1st, 2025, there will be a monthly pet fee of $25 per pet."
I question whether this is legally enforceable.
In my lease that I signed, there is a clause that reads:
"Landlord reserves the right to rescind, add and/or change in writing any of the foregoing rules, regulations or conditions from time to time as Landlord deems necessary to ensure the safety and cleanliness of the leased premises."
Does that part of the lease allow them to increase the price of rent? My interpretation of this was that they could change the rules and regulations as in "no space heaters" or something for safety purposes, not for monthly fees.
As a separate question, during our conversation, I learned that she plans to increase my rent by $50 in November, but I would theoretically be renewing my lease on August 1st. Can they increase rent even after I sign the new lease?
