Are Recruiters Given A Loophole For Pay Transparency Laws (nys And Co)?

Hi y'all, I'm working for a temp agency and I've noticed they have a company policy to avoid anything written. It makes it frustrating to ensure I get paid and treated right, as even tbe most minor, minor email HAS to be a phone call or in person meeting. I'm saying things as basic as "Hey, just letting you know [contract holder] is closed on Monday. Have a great week!" gets me a reply call.

As I'm passively looking for better paying, more stable work, I'm getting recruiters calling- sometimes from the same temp agency, other times competitors- and likewise they refuse to disclose the most minor details and say they can't until I commit. No pay range, no company name.

High pressure sales tactic, except, I kinda had a thought- doesn't that violate pay transparency laws like section 194-B, that explictly state a job listing has to say what you'd realistically expect to be paid, and who you'd be working for, before applying?
