Birth Certificate For Pa Real Id Usa

A friend of mine needs to get a new PA Real ID to fly to Florida to see her son. Her problem is on her birth certificate it has her mother‘s maiden name,however they used her father‘s name for everything since her birth. She has since been married and divorced and has those documents. Then married a second time with her husband being deceased and she has those documents. The issue is to obtain a PA Real ID you need a birth certificate, and if your name on the birth certificate is different than what you are currently using you have to show legal proof of that name change. She has no legal proof because her parents just started using the father‘s last name after she was born. Also, the current birth certificate that she has now is in very poor condition and she would like to get another certified birth certificate. In order to get a certified copy, she needs legal proof to link the name on the certificate to her current name of which she does not have, as there was none. She is a current resident of Pennsylvania and was born in New Jersey . If anyone can help me with this, I would deeply appreciate it..
