Buying Stalling To Pay For Car

Okay I know I have been too trusting, so please don't judge me but I need advice. So I sold my car and recieved 1000 in cash and am still owed 4500. The buyer sent an international transfer (I'm in Canada BC) he is on a travel Visa from Germany. Once I saw he sent the money I gave him the car, and he has transfered the insurance so the car is Legally under his name. The money didn't arrive for a week I asked him about it and said it was declined and he will send it. However, it seems he keeps stalling and I don't believe he will send the money at this point. I have proof in text that he hasn't paid, does anyone have any advice in this situation? I sold my car as I'm permanently leaving on the 19th january so I don't have much time.

I know I shouldn't have walked away without the cash, but I saw him transfer the money and saw his bank and the money come out of his account, so I really didn't expect it to come to this.

I'm really stressed, this is most of my money and I really need it. Any advice is appreciate
