Can A Company Enforce A Restocking Fee For An Item I Haven't Picked Up?

I purchased a firearm online, and after a 3 day wait period, the company I purchased it from emailed me to notify me that it was ready for pickup. This item was in stock at the store and did not need to be shipped from anywhere else. During the 3 day waiting period I got bad financial news and I decided to cancel the order and save the money.
When I emailed to cancel the order, the company replied with a notification of a 25% restocking fee for all canceled orders. They included an image of their terms and conditions which outlines this policy. There is also a little blue check in that image as if it is a screen shot of the T&C that I agreed to during checkout. I've hunted and found these terms and policies can also be found on their website and it's probably that I did agree to them without reading or realizing what I had agreed to.
Does this actually bind me to a restocking fee for an item that I haven't taken possession of?
