Can I Sue My Apartments?

I reside in TX. I was wondering if i have a strong lawsuit against my landlord for necessary repairs and remedies related to significant damages in my apartment. or something along those lines. Wednesday around 6:30pm i came home, my apartment was completely flooded during a period of severe weather (18degrees). I attempted to contact the apartment management, the emergency maintenance line, none of these numbers are responsive. The emergency line isn’t and still does not work. Which is a legal requirement to my knowledge. The flooding continued for over 15 hours, with gallons of water pouring in, and the fire department is unable to intervene. As they could not locate the source (it was coming from the laundry wall) and they count shut off the water without apts approval and they couldn’t get ahold of them. Additionally, my heating system has been non-functional despite multiple requests for repairs, leaving me in an extremely uncomfortable situation given the freezing temperatures outside. The damage to my apartment is extensive, and I am facing disruption at work, emotional/physical distress, and my dogs are also experiencing significant stress due to these conditions. I would appreciate your guidance on how to proceed with this matter. I have taken lots of documentation, videos and i had code compliance come out and make a formal complaint. As well as made complaints to cooperate. It is currently Saturday at 5:30 and the office has been dodging me leaving the office closed and not sending anyone out to remove the water or fix the heat. My animals and i are suffering in a cold, wet, moldy apt.
