Can I Take Neighbor To Small Claims Court Or Has Anybody Had Success

My neighbors dogs been climbing up into my work truck taking my boots and and small empty tool bags I sell on the side that are a hundred dollars. I thought I fixed the problem by parking in different location on my property but no they still find a way. After two pairs of my boots got taken and 5 work bags torn up that's about 800$ in damages. I'm pissed cause this has to come out my pocket which is like fine but not fine. I tried to talk to the neighbor but they ignore the doorbell ignore when I try and flag them down driving by. I texted them to let them know what has been going on and all I got was one small response of "I'm sorry that happened to you" I found 2 of my work bags on there yard completely destroyed and one of my brand new work boots completely destroyed in there yard. Can I go to small claims and just get some type of money back. Has anyone dealt with something like this. Also I do have the surveillance footage of the dogs clear as day taking my stuff.
