Can My Mil (in Ky) Force My Wife And I (in Ny) To Care For Her, With Filial Laws?

My wife's mother was extremely abusive and she went no contact at 19, she never went through any kind of official estrangement but we did move several states away, (from Kentucky to New York). Most recently She sent us an indignant letter, stapled to a page about KY's filial laws. I have tried to tell my wife that I am almost certain this is another scare tactic to try to force contact, but my wife is terrified that her mother will have to move in with us.

We are financially doing fine, (My wife is a SAHM, if that matters, but we have been married for a decade) and I am unsure if MIL is CURRENTLY on Medicaid, but she was for years, so I would assume so. (I see from Google that those are two of the things I should be aware of going in.) She is an addict, and there was a CPS case opened for her brothers, but only after my wife was no longer a minor, so she often worries it does not affect her legally.

I am planning on seeing a lawyer soon, but I can't get in right away. I would like some form of peace of mind for her, or at least an idea of what kind of fight we're looking at. (She tried this before with Grandparents' rights, unsuccessfully.)
