Car Parked In My Driveway Blocking Me In, Police And Towing Companies Won't Do Anything.

In Cincinnati, Ohio, I shoveled snow behind my car so I could get out of my driveway onto the road, and someone decided to take advantage of that and park directly behind me in the driveway, fully blocking me in. I need to go to work tomorrow and towing companies are closing soon, so I called the police. When calling the non emergency number, the police said they can't do anything since it's on public property and not the street. When calling towing companies, they said without a tow sign, they can't do anything, although when calling the police back, they said that they've never heard a towing company said. We've called 4 different towing companies and the police 3 separate times, and no one is doing anything. How do I get the car removed legally?
