Car Towed More Than 10 Miles Away (dublin, California)

My car was towed today from an apartment complex parking lot because I was parked by a fire lane. I had left for no more than ten minutes to pick up my food from the restaurant next door before a towing company picked it up and towed it away. I understand that my car was lawfully towed away given I parked by a fire lane, but my car ended up getting towed to a facility more than 10 miles away (as the crow flies) from where it was picked up. As I understand it, in California, 22658 specifies that the facility must be "located within a 10-mile radius of the property from where the vehicle was removed."

However, the next line states, "The 10-mile radius requirement of subparagraph (A) does not apply if a towing company has prior general written approval from the law enforcement agency that exercises primary jurisdiction in the city in which is located the private property from which the vehicle was removed, or if the private property is not located within a city, then the law enforcement agency that exercises primary jurisdiction in the county in which is located the private property." I take this to mean that unless Dublin Police Department has granted the towing company in question written approval to tow cars to a facility more than 10 miles away, this would be illegal and I would have grounds to sue in small claims. I called the Dublin PD line, and the dispatcher told me that they're not aware of any such approvals. I'm planning on calling the PD again on Monday, since the dispatcher said more people will be in office who might have more information.

My question is, would I have grounds to sue in small claims? I was 100% in the wrong for parking in the fire lane, but does that negate my case against the company for towing my car much further away than allowed? Would appreciate any insights, and thank you!
