Child Exposes Other Crimes Of Abuser & Letter Opposing Leniency (ohio)

I have a relative that married a terrible human being. She has been estranged from our family for the last 10 or so years, but we still heard things from our grandmother whom still communicated with their 4 children.
She abuses prescription medication, is violent, unhinged, steals, and is an all-around a criminal that just so happens to not get caught and/or punished as often as she should - until now.
She committed a drive-by shooting with her 4 children in the car, plus one of the kid's friends in Ohio. She is charged with felonious assault, discharge of firearm on prohibited premises, 2 counts improperly handling firearms in motor vehicle and 4 counts child endangerment.
She was on probation for retail theft. Prior charges in the state of Ohio were making false 911 calls and driving offenses. Previous offenses in Indiana are domestic battery, resisting law enforcement and public intoxication. They have had child protective services involved in multiple states (Illinois and Florida) where they flee the state once a case is opened. The children were removed from their care in Illinois, however, they took the children back from my grandmother and left the state.
I don't have the time or the energy to discuss her crimes and behaviors that didn't result in charges, because it is that extensive.
Since she is now in jail awaiting trial, we were able to take the children since their dad can't hold a job or stay sober. The children have shown that they are extremely afraid of her and felt a bit of relief being able to tell us the things they have experienced while in her care. For instance, the older kids just revealed that their mother (41) slept with one of their friends (15 year old male). This is obviously very concerning and I am not sure who to bring this up to since I don't think the kids will participate in the exposure due to the fear that their mother will get out of prison and retaliate against them. They also stated that she would sell their food stamps and the kids would be starving. They have been around child sexual predators and drug users on a regular basis.
I had already planned to write a letter opposing leniency in order to protect the children for a longer period of time. She takes no accountability whatsoever and is the type to not care about orders of protection or anything like that. However, given all this new information, I am not sure what to do about reporting this serious sexual assault accusation. I don't feel it's right to just slip that into a letter on a whole separate case or to file an official report because I don't have any information on the incident. I also have no idea how to word the letter so that they know that the children are better off with their mother in prison because she will never comply with any rules that prohibit her from being around the children.
