City Code Enforcement Officer Citing Residential Driveway Under Business And Refuses To Clear It.

We are in south Florida, USA.

Basically the city code dictates that you can only have a cement or paver stone driveway in your residence unless the driveway was built pre-code. Our driveway is gravel. Now, our code enforcement officer has tried to cite us for this multiple times in the past and each time we point out the city code we're told "oh it's fine, but I won't clear the violation until you mow the lawn/plant shrubs/cut down this tree", etc. He told us a tree was ugly three times when we trimmed it until deciding it was an invasive species and needed to go entirely. We have had to cater to his whims in order to clear these violations for six years. We're not even in an HOA!

Now we have yet another driveway violation but my partner realized he's trying to label us as a business which does NOT feature the grandfathering. We went to city hall and they told us they will not clear it until our code enforcement officer gives the word even though we are not in violation of anything. They say to talk to him. He will not return our calls and tells his coworkers that he will not clear us.

Is there anything we can do?
