Company Withholding Severance Pay

Sorry if i do a poor job asking this, but im a bit confused. My company (mutli-billion dollar company, not something local or small) is making major changes and is closing down the warehouse i work in. In june, we will have all lost our jobs. They have now told us that nobody will receieve severance if they can not fill all 20+ positions in their other warehouse over an hour away in another state. This is also a extremely low population city that will definitely NOT fill many positions, and my warehouse only has 17 employees altogether. This stipulation is implausible and seems like an intentional way to ensure we dont recieve severance. The commute in the winter is also incredibly dangerous and has frequent pileups and accidents etc. Is this unlawful? Is it nothing more than just rude? I just want to know if we have any options.
