Condo Board Sticks My 80 Year Old Parents With $8k Repair Bill. Is This Even Legal?

My parents live in a condo in Florida. They are in their 80’s and it seems like they are about to be taken advantage of by the condo association. They live on the first floor and the condo association has determined that the condo sewer pipes need to be upgraded and replaced. That means there will need to be repairs under the floor of all of the first floor condos. The floors will be ripped up while they are doing the work and it will affect all first floor units. The upper units are not affected because the pipes under the first floor.
The condo unit is paying for the repairs but is only compensating them $2,000 to fix the floor even though it will cost 10k to get it back to what it was before the repair. They need to come out of pocket for this to get back to status quo. They are also being told they need to move out for at least 3 weeks during this time with no compensation. They are not even helping move the furniture and are making them move it or hire someone. Does this seem right? It seems like the cost should be equal between all condo units including upper floors.
