Contractor Claimed To Have Waterproofed Over Text And Verbally - Walls Were Torn Down A Bit Ago And After A Quick Look, Not A Single Bit Of Waterproofing Was Done.

Hey guys! I won't bog you down with too many details so I can get straight to the brass tacks.
Last year, I had my basement partially finished. I got help from a contractor that was reputable and has done work in my home before. The things I wanted done were: - Baseboards - Drywalling - Waterproofing (not done) - Staircase Update (not done)
Early Spring of last year was when the project was "completed". Things went well - despite the humidity that I had to buy a dehumidifier for. Around May, we had a pretty big rainstorm and a few weeks later - we noticed puddling around the back corner and black mold growing on the baseboards. When I noticed, I asked if the walls behind were sealed and he simply replied "yes". So I had him just clean the mold.
Well in June, it happened again and the floorboards underneath started seeping water from between the vinyl boards. So I had him come out and check. He came out with some of his men and they came out and dug out the walls and put some flex seal on the OUTSIDE of the wall, NOT the inside that we spoke about, and even then... only about three feet of the allotted 37 square feet were worked on.
Fast forward to September, we had a flood and there was around a 3'x10' puddle of water that was riddled with clay to come seeping through again. I talked to him about coming out to tear down the walls. He didn't come out till TWO WEEKS ago to tear it down, per request of the waterproofing company I spoke to.
I went down and did a deep inspection the day after - not a lick of waterproofing was done on the interior, nor did he seal the crack like he said he did. And to top it all off - he keeps refusing to give me the reciept and contract that I keep asking for.
I'm at a loss. I had a couple friends say I should pursue legal action against him, while my father as well as a couple other friends say there's nothing I can do. What would you do if youbwere in my shoes?
TLDR: Contractor claimed to waterproof last year. Turns out he never waterproofed the stuff that I spoke about. He kept claiming "yes he will waterproof" while the work was being done" and I kept asking about it. He also keeps refusing to bring me the reciept and the contract that I ask for anytime he needs to come out and do any additional work.
