Dealer Never Delivered Title For Car. Dealership Is Now Defunct, Still Have Not Received Car Title

Sorry if this is wrong flair, but as I understand this is a contract dispute. Location: Glynn County, Georgia for the dealership, Wayne County Georgia for complainant. As the title says. My mother purchased a car on October 8th, 2024. It was $10,688 total. My family doesn't have this kind of money. They never sent the car title. My mom has tried contacting criminal attorneys, they said they need to prove intent. She even tried contacting a civil attorney, they said it wasn't their jurisdiction. Please help. We don't need civil/criminal punishment we just need the car title. What can we do to get this resolved, it has been 4 months, we're desperate.
Edit: obviously as the title says, the dealership is now out of business. My mom has the owner's contact info. Their excuses so far: employee forgot to send it, computer broke, stuff like that. If there's any help you can provide please do. We're from a poor part of the deep south, we don't have the money to throw at attorneys or the like. To me, it sounds like the car was dubiously attained but I'm no expert. If you have any insight or advice at all, please share. $10,000 is a life-changing amount for us, all we want is the proof of ownership
