Disabled Coworker Has Her Hours Cut To Basically Zero Because Of “labor Cuts” But Her Department Has More Hours To Use Than Ever Before

My gf and her coworker both do grocery pickup for a store. Her coworker has cerebral palsy and rides around in a scooter to shop for customers. She does a great job and does all she can, comes to work on time, never written up. She used to get ~3-4 days a week for 5 hours/day since she started working there 2 years ago. This was up until December of 2024. January they started to phase her out of the online shopping dept and into being a greeter. She is now completely phased out of the shopping department and gets one shift for ~5hours a week as a greeter or sometimes as a cleaner. The scheduling goes entirely through HR. Here are the weekly labor hours

December 260
January 260 (phased out)
February 290
March 290
The department currently has 5 new hires/transfers since January and one lost (gf coworker) for a net of plus 4 people.
The email she received for HR this week;
“Next week is our lowest labor budget of the year. We are going to have to cut a lot of hours for everyone. You will not need to come in Monday.”
Next weeks labor hours are 285. Every part timer has 4-5 days.
This just feels like blatant discrimination. This is in Wisconsin.
