Divorce Agreement & Pension

I’ll try to make a TLDR

When my parents divorced in the 00s, their divorce agreement stipulated that my mother is to receive 50% of my dad’s pension. (A wild thing to agree to on his part I think, but beside the point).

Fast forward to now. Dad is remarried. He retired early through disability because he had cancer. He attempted to get his union to send my mom the paperwork to get the ball rolling and get her what she was owed since he was going to start collecting his pension. The union sucked TLDR and the paperwork didn’t all get to my mom and it wasn’t finish when he died.

Now, my stepmother is collecting 100% of his pension as his spouse/successor to the trust. While the union has continued to agree that my mom is owed 50%, stepmother refuses to sign any paperwork to get my mom her money.

A judge ordered that she sign the paperwork and she still hasn’t. Instead, she has hired an attorney. She is attempting to stall or find some way to keep all of the money. Her attorney is arguing to either 1) dismiss the case or 2) move the case to her county of residence, I guess on the grounds that she is the trustee? It also appears that she wants a “trial”? This makes no sense to me. There was no criminal action.

I’m not clear about what my mother’s attorney is doing about all of this. Now there is a standstill as the judge is apparently deciding if he agrees to move the case to the new county.

So…what can be done? Both the divorce agreement and union state my mom is owed the 50%. I do not understand, legally speaking, how my stepmother has any grounds to not just follow the order of the judge to sign the paperwork and refuse to follow the divorce agreement. It is infuriating to me.
