Doctors Office Requiring A Fee For Them To Fill Out A Pa

So I recently went to a dermatologist and they determined I do have psoriasis and gave me a sample of a cream to try. I tried it for a few days and decided that it worked really well for my face and asked for them to call the prescription in to my chosen pharmacy. My doctor ended up calling it in to my pharmacy and insisted on calling it into another specialty pharmacy. After looking into the specialty pharmacy it wasn't feasible for me to get my prescription filled there due to pharmacy hours and it being an hour away from me, and they do deliver but I live in an apartment and several of my packages go missing so l wasn't comfortable with the delivery option. Well a week goes past and my doctor never filled out the PA for my face cream with my pharmacy and they never put in my prescription for my oral medication. I contacted the doctors office and now they are telling me that if I don't get my prescriptions filled at the specialty pharmacy that they will not release the prescription for the oral medication and they will not fill out any PAs for my pharmacy unless I go into their office and fill a form out and pay a fee. Is this legal? Like I can't even go into the office to fill the form out and pay the fee unless I take off work AGAIN. And they never told me any of this at my initial appointment.
**I am aware that the specialty pharmacies are supposed to be cheaper but I do already have a manufacturers coupon to cover the cost of both prescriptions
