Dog Ate Toxic Food Thrown Into Yard By A Neighbor And Had Emergency Vet Bill - Arizona

My neighbor, or perhaps his teenage boys, have been throwing random items into my yard for a little over a year now. I keep finding things like broken phones parts or old kids toys in my yard. All these items appear near his fence and if I put them on top of the fence, they get immediately yeeted into my yard. So I am quite sure it is the neighbor doing this. I do not have video evidence though.

Recently after returning from a trip, I let my dog in the yard and she found a pastry that had what looks like raisins. This was on that neighbors side of the yard and looked thrown onto the property. She ate an unknown amount of this pastry and since raisins are highly toxic, she had to have induced vomiting plus will need up to 72 hour monitoring. This has led to a vet bill that is over $700 so far. Would my neighbor be responsible for the bills related to this incident?
