Employer Revoked Health Insurance After “falsely Enrolling” Me

(Sharing for my friend who doesn’t have a reddit) So I was told after being onboarded with the state (California) that I have 60 days from my start date to enroll in health insurance. This is my first state job, and I’m a permanent intermittent employee. I enrolled in health insurance by turning in my documents to our departments personnel liaison, and was enrolled with an effective date for health insurance. I was covered with my own insurance plan before then, so after I knew I was insured through my job, I cancelled my other plan to end at the end of that same month. Now, I receive an email letting me know I was falsely enrolled in insurance because as a PI, I don’t qualify until 480 hours worked in a control period and they are rescinding my coverage from the start date to now. This now means that for 3 months, I have been uninsured for tax purposes. I wouldn’t have cancelled the previous health plan I was on prior to the states if I had known I didn’t qualify until after 480 hours worked. And because I had one other month of being uninsured during the year, I don’t qualify for the tax exemption of just 3 consecutive uninsured months. I also don’t know if I’m going to be charged the difference for the services I used under the states insurance since it is being rescinded. Has this happened to anyone before and am I owed any compensation or coverage for my employers mistake?
