Family Member Will Not Bury Their Mother. Can I Help?

My grandmother passed away three years ago. She had stated that she wished to be buried next to her husband (my grandfather). The plot is already paid for.

Her son (my uncle) is the only family member left in the family. Her other son (my father) passed away shortly before my grandmother did. My uncle still has not picked up her cremains from the funeral home and taken them to the cemetery where she wished to be buried at. My mother (my grandmother’s daughter-in-law) has tried to contact my uncle several times over the year to ask what the status is. At first he would dodge the question, and say he would do it in a month, but now he is just flat out ignoring everything from her. He never even had a funeral for her.

The funeral home is saying only her direct blood relative can move her. Is there anything legally my mom or I can do to move her to the cemetery? Can I do it, as I am her granddaughter? It seems like I cannot but we really just want her to be buried next to her husband, which is what she wanted.
