Father’s Death, Who Gets The Dogs.

My Dad passed away in November and had no will. He lived in Arizona and I live in Illinois. He lived with his domestic partner (T). He had his dog (Roxy), they had a dog together(Rudy) and (T)has her dog (Gabana) Prior to his death, my sister and I discussed what he wanted to do with his stuff. In particular we brought up the topic of his dogs and what would happen to them. He expressed that he wanted Roxy to go with me and Rudy could go back to the breeder if need be. My sister and I documented this in her journal. I told (T) that this is what my father wanted and she flat out said “no you can’t take the dogs”. Roxy NEEDS to come home with me. She is severely overweight and has a serious rash around her mouth that (T) has not and will not address with the vet. I would also like to add that (T’s) dog Gabana is neglected with overgrown nails and severely matted fur. Is there anything I can do to get Roxy back home with me? I have photos of (T’s) neglected dog and Roxy’s rash.
