Friend Received Arrest Warrant For Speeding

A friend of mine just got an arrest warrant in the mail related to a violation of VC22349(a) (speeding). They're struggling with their mental health right now, and this has really hit them hard.
A few months ago, they received a speeding ticket, went to court, and already paid a pretty substantial fine. They're extremely confused about why an arrest warrant suddenly appeared and very scared about the situation. Based on some initial searching, it seems like it could be related to a Failure to Appear (FTA) issue, but we're not entirely sure. Even paying the bail amount listed is difficult for them right now.
They were just starting to get their life back on track, so this is a huge setback. Does anyone know what might be happening here or how we should proceed? Would an attorney be necessary at this point? Should they call the court to get clarity on what's the case? I am very worried about them and that they won't just do anything about this until being arrested. Honestly, we're both in shock and unsure of the next steps. Any advice would be greatly appreciated.
