Friend's Ex Boyfriend Demanding Payment For A Gift That He Still Has Possession Of

So my friend broke up with her boyfriend yesterday. Apparently he bought her a gift for Valentine's day. She doesn't even know what the gift is because he hasn't even given it to her. He still has possession of said gift. He is now demanding she pay him $60 dollars to repay him back the money he spent of the gift. He is threatening to have his cop friend arrest her. She thinks it would be better to just pay him the $60 dollars to avoid being arrested or harassed. I told her he has no legal leg to stand on because one it is a gift and two she didn't even receive the gift. He will not be giving her the gift even if she gives him the $60 dollars and she doesn't even want the gift to begin with. She thinks he has a legal leg to stand on. anyone have any input from a legal stand point?
