Got Into An Accident While Being Towed From The First Accident (truck Driver)

My husband is a company driver and hauls gas tanks to pick up and deliver at gas stations. Last night(9pm) he was hit by a pickup truck on his right side at a light. It was nothing major as nothing happened to the pickup truck. Only his truck was damaged but everything was dealt with correctly. He had to remain with his truck until a tow came to drive him back to the yard. The tow truck didn’t show up until 5:30am! After telling him it would only take about 90 minutes multiple times. Once the tow got there. It took the tow man 3 hours to hook up his truck. Once they left, the breaks or break lights on my husbands truck stopped working, so the tow man stopped in the middle of the freeway (while it’s storming) to make my husband check. And was questioning my husband if everything was hooked up correctly when its HIS job. As they begin to drive off a car crashes into my husbands truck(the one being towed) and the person has to end up being taken on a stretcher with their car completely smashed in. Is there any legal action my husband can take? His shift is about to hit 24 hours, he’s gotten no sleep and is extremely traumatized by what has happened.
