Grand Juror Wants Prosecutor To Reconsider

I'm serving on a county grand jury. The term is for 6 months. Some weeks before being appointed to the jury, my friend and neighbor left her abusive husband.
She filed a police report detailing physical abuse over the past 2 years. In the report, she contributed texts, photographs, and witness testimony. She was granted an order of protection. At that hearing, her husband did not deny any of the abuse. His defense was "she deserved it."
She received a call from the county deputy yesterday to advise her that the prosecutor has declined to file charges against him "due to statute of limitations."
Unbeknownst to him, or really anyone, I already did a deep dive on this guy and found him to be a perpetual offender, having broken limbs of prior victims, even leaving one victim left for dead. None of those victims filed police reports in the neighboring county. But they were forthcoming with me. I simply want him to have this most recent abuse on his record so that other women will be able to find it. And hopefully, steer clear. My question: since I'm on the prosecutor's grand jury, would I have any leverage if I ask him to bring the case before the grand jury to decide? What if I make him cookies?
