Grandparents Scammed By Concrete Workers

Not sure what to tag this as, so I’m leaving it blank. We live in Missouri. About a month ago, my grandparents (80 years old, visibly elderly) were approached as they were leaving the house by two men who said they noticed the steps needed to be repaired. They said they were “doing some work down the street” and noticed the damaged steps. The van they were driving was unmarked and didn’t have plates. My grandpa agreed to let them do the work and didn’t question them at all. My grandparents told me about the guys and alarm bells were immediately ringing for me because I know old folks get scammed like this all the time. We get home and I clock problems with the concrete right off the bat- the guys had concreted over where the rail is anchored into the ground. My grandma told them it needed to be cleared so we can remove the rail if it ever needs to be replaced, and they say “no problem, it wipes right off.” My grandpa goes out and asks them if they can fix our sidewalk and basement steps, too. They agree and tell him it will be a few thousand dollars, but less if he gives them cash. Again, he agrees, and goes to the bank to withdraw the money. They finish the work when my grandpa gets home and he pays them about $2000 in cash, gets the invoice, and they tell him they’ll be back tomorrow to put out a yard sign and address any issues with the work. Of course, they never show back up. We go out to look at the “work” they’ve done and surprise surprise, it’s terrible. The concrete is a bright ashy white, slopped up the side of our house, and appears to have been smeared into our stairs with bare fingers on some parts. There’s full boot prints. The basement stairs are terrible- they didn’t even attempt to cover cracks or correct structural issues on the riser of the steps, just applied an extremely thin layer of concrete on the tops. There’s globs of concrete in our grass, on our steps, on the railing, up the side of the house… they even concreted over leaves and weeds on the sidewalk and steps. Literally the landlord special but concrete instead of white paint. A few days later it rains and we can see the original concrete coming up through the new stuff. Then we notice that if we walk on it, the concrete rubs off on our shoes. It all started cracking within days of being applied. There’s way more problems than I can even list here, these are just the most obvious. My grandpa has called them countless times and they’ve promised over and over to come out and check on things, but have never followed through. The one time he called he asked if he was the owner, and the guy said “something like that.” We looked at the invoice again and the business claims to be BBB certified, but when I looked them up on the BBB website, they’re not certified and there’s a complaint against them for scamming. They’re not even a concrete company, they gave my grandpa the name “affordable roofing”.
Do we have any way to rectify this situation? Small claims court? I’m heartbroken and angry for my grandparents and they seem convinced that there’s nothing we can do. They don’t even want us to post online about it because they’re scared of retaliation. Anything helps, thank you guys.
