How Can I Deal With The Neighborhood's Crazy Guy?

This is a throwaway account. I live in California. For years, my neighborhood has been terrorized by one of our neighbors. He is this guy in his 40s and 50s who keep threatening to beat up and kill people. He walks around with a hammer sometimes and threatens people. Since he lives close to our dog park, you are bound to get chased by him, if you have a dog. I was threatened by him multiple times because I like to jog around the neighborhood for exercise.

The whole neighborhood as a whole called the police on him multiple times but nothing happens. They keep saying they can't do nothing and he is just exercising his freedom of speech. However, it's obvious they are protecting him because he is a veteran.

So far he hasn't actually hit anyone. I think when that happens police can do something. The worst part is that this guy harasses and threatens this sweet, old Asian lady who is my neighbor.

But all in all, what can I do. Just leaving this guy alone or calling the police when he threatens someone is out of the options.

I was thinking of maybe documenting this guy on YouTube and exposing the situation to the world. But then my place would get exposed as well.
