States there are limits but it says public parking lots but also mention after accidents at the bottom. So do the limits apply?

I am looking into this and see that on the NYC website there is a classification called DCWP. According to this there are limits, but is this just for NYC. The police shouldn't be able to call you a tow and have someone charge a ridiculous amount of money and then on top of that only accept cash or bank checks. It's such a scam.
