How To Report A Hospital For Inappropriate Behavior

Location: Georgia, USA

My husband was taken to a mental health inpatient facility after having a mental health crisis. While he was there, he mentioned that the staff let the patients beat up one specific patient (J). J would purposely say things to upset the other patients, and would usually get punched as a result. My husband stated that J was beaten so bad that his glassed were impaled into his head. Staff members did nothing to break up or prevent fights. They even specifically told J that they would look the other way while he was beaten.

To avoid J and the violence, my husband asked staff members to lock him in his room throughout the duration of his stay (the rooms would only lock from the outside with a staff key). When he spoke to the doctors about the anxiety the constant violence caused him, they either upped his medicine or prescribed new medication.

I mean, letting mental health patients beat on each other can not be okay. I know that doctors can be reported for inappropriate behavior, but is there a place to report an entire facility?
