Hypothetically Specific Renting Laws Ohio (kent)

I live in Kent ohio. I want to purchase a house for me and my fiancé to live in and i want my two friends to rent out 2/4 bedrooms unfortunately the city on its website says that no more than two unrelated tenants can rent a house, as well as their housing board representative .

I've read the cities codes on occupancy, rentals, and tenants and have not found any reference to this law or code.

So first question is what does that mean? The representative for the housing board was very firm in her "no you can't have more than 2 unrelated people living in a house" But not only is that not the wording on the website I can't find any code or law that says that.

Second question the ohio legal definition of tenant is.

Tenant" means a person entitled under a rental agreement to the use and occupancy of residential premises to the exclusion of others.

Me and my fiancé would not be living their under the rental agreement but instead as owners. Is this a reasonable legal argument?
