I Inherited My Dad's House Now The Township I Live In Wants To Sue Me

So, my dad unalived himself in the basement with a 12 gauge. The police when they responded they used launchers to tear gas the entire house, they broke 6 windows the front and back door and caused around 13,000 dollars worth of damages to the interior of the home. Currently the busted windows are borded up and the neighbors are not happy about it, they have complained so much the township has threatened to put a lien on the house if I don't get it fixed in a week. The home insurance my father had gave me less then half of the cost of damages, mind you this doesn't include the physical property in the house, literally everything had to be trashed. I inherited the property in November my father passed in August. With the estate tax among other expenses I'm gonna have a heck of a hard time getting it fixed. So reddit my question is: is the township liable for the damages caused by their police department.
