I Was Given A Gift And Now They’re Telling Me They Want To Call The Police And Report It As Stolen

Back in October I was given an IPad as a gift from my now ex fiancé. In the past, he gave a phone and threatened to call the police and report it as stolen until I paid it off and took it off his phone plan after we split up as well as a vape he gave me as a gift. Eventually we got back together and things seemed alright until they really were not and we split up again. Now, over a year after the phone and vape incident, he’s doing it again with an iPad he bought me as an unexpected gift now that we’ve split up again because I had a medical emergency and needed to reschedule a date I had planned with him. Is he allowed to do this?
