Improper Wage Garnishment? Pennsylvania, Us.

My husband didn’t pay his local taxes or his school Tax bill, it’s a $600 bill from berkheimer in Pennsylvania. His boss got a “wage attachment” from berkheimer for the $600. He doesn’t have any paperwork, HR just sent him a picture of a paper that says “wage attachment”. I understood that to be a garnishment, so they would withhold an appropriate amount of money from his check and then pay the bill with that. But his company paid the bill immediately and told him that he is responsible to pay it back immediately. To be clear, he was notified about the garnishment at the same time he was told it was already paid and he’s responsible. I do expect him to be responsible, I just thought there was a procedure to it, a calculation that ensures he’s not paying too much. They said they want it back all at once but he was able to negotiate 2 paychecks, but they said 2 paychecks was the absolute max. So he’s paying 300 for the next 2 paychecks. Was this done correctly? Is a wage attachment not a garnishment?
