Insurance Won’t Cover Contraceptives Despite Policy Stating That It Will.

TX here, United Healthcare through employer.
I went to the pharmacy yesterday to pick up birth control and they told me my insurance wouldn’t cover it and I had to incur the cost in full. I assumed the insurance just wasn’t covering that brand so I called UHC this morning to ask what brand would be covered. To my shock, the representative told me they would not cover ANY form of birth control whatsoever until I reached my annual deductible of $4,000.
I read the policy and it very clearly states that the annual deductible does not apply to PPACA preventative services, of which birth control is one, and that they will cover the cost of these services in full, with no copay.
What further action can I take here to get them to abide by the policy provisions?
