Is It Legal For A Non Us Person [eu] To Download Itar Restricted Data/software If It Is Publicly Available I. The Internet?

I was redirected here after asking the question on r/conseiljuridique [fra] as it is related to US law.

I am working on a personnal passion project related to aerospace engineering. During my research. I found some ITAR restricted data & software on the internet. It is not classified material but I know for sure it is ITAR restricted (hence should not be publicly accessible on the internet). I have no clue how it ended up there.

I am really interested in it but I would like to avoid breaking any country's law, including the US.

Hence.

Is it legal for a non-US person to download publicly available ITAR data? as long as : - the data is itself not classified material - not re-publishing the data afterwards

If yes, Is it legal to use the data in a personnal project? If yes, is it legal to publish the project without disclosing the original data?

As a side question. Does us law differentiate between individuals and corporations on that matter?
