Kind Of A Weird Parentage Issue

I was born out of wedlock and need a certified copy of the Acknowledgment of Paternity form my father signed at the time of my birth because I'm in the process of applying for German citizenship by descent and a birth certificate alone doesn't satisfy their requirements.

I specifically need a certified copy of this form because of German age requirements for when paternity needed to be established by.

Unfortunately, the Kansas Department of Health and Environment (KDHE) won't release it without a court order due to an old statute meant to protect my privacy from...myself KSA 65-2422d(b). I also tried requesting it via a Kansas Open Records request, but it was denied since it's not a public record.

I don’t have an ongoing parentage case (I’m 33 years old), so I’m unsure how to file a motion to ask the court for the order.

Most online resources seem geared toward custody or similar cases, and I’d like to avoid a lengthy lawsuit over paternity, as there’s no dispute about it.

If anyone has advice on what kind of motion I need to file or what templates to use, I’d really appreciate it!

Edit: one person I talked to said to drop the part about german citizenship and just focus on inheritance, medical stuff, etc for the reasoning as the former could be seen as indulgent and distract from the point of the case. is that sound?
