Landlord Attempted To Rent An Illegal Apartment To Me

As the title states, a landlord (in Ontario) attempted to rent an illegal apartment to me and my fiancée. To make a long story short, the entire 2 bedroom 2 bathroom apartment only had 1 window, which is in the open kitchen/living room/dining area. The bedrooms and bathroom do not have windows, and only 1 exit (the doors). This alone made us decide not to rent it.

Skip forward a few days, a friend of mine living in that same building calls me to ask if I had signed the lease. He then proceeded to tell me that two weeks ago, before we went to see the apartment, he found out from his neighbour that their apartments were infested with bed bugs. He had been getting rashes in his legs for weeks but had no idea what it was up until that point.

So, not only did the landlord attempt to rent an illegal dwelling to us, he also failed to disclose the infestation and we unfortunately might have been exposed.

We live in Ontario and I’m wondering who to call to report this. I saw some posts saw 311, LTB, or RHEU? Could someone comment where or which number to report to, thanks ????
