Landlord Hiking Rent In Oregon With 23 Day Notice

So my punk ass landlord has decided to raise our rent by the maximum 10% in Oregon. That's not what makes him a punk, he's just a terrible person and a total asshole. He rents out these little "tiny homes" (sheds) in his backyard and treats everyone like shit. I've seen him throw away all of a couple's belongings while they were away for the day and throw them out. I've had to listen to countless racist rants about how all N's are born thieves and pedophiles. Like he's a real piece of shit. Aside from him though it's a nice place, nice and quiet with room for my cat to run around and play.

Anyway, in Oregon the law dictates that a landlord must provide at minimum a 90-day notice for rent hikes, and this dick didn't even give 30 days. Not just that but I'm pretty sure the units he's renting out aren't up to code as habitable spaces. So I want to bring the law down on him. Hard. Unfortunately not only do I have no idea how to go about doing this, but I'm dirt poor and can't afford any proper attorney fees so I was hoping y'all could give me some pointers.

Ironically, if he wasn't such a shit-head about everything I would just confront him on the 90 day thing which he probably isn't even aware of but I'm worried that if I did he'd just throw me out on my ass.
