Landlord Refuses To Fix Our Water

Our water was frozen. We paid to get fuel for the torpedo heater and got our water working again, but now our drains won't drain. I called a pumping and thawing place and they quoted me $250 an hour. We can't afford that, and I told my MIL (We rent from my in-laws) and all she said was ok. I also told her we were out of fuel for the torpedo heater, and asked if they can get us more. She said no. What are our options at this point? I live in Alaska. The pumping and thawing guy said it sounds like our septic tank needs drained and it's past due for it. What would be the next steps?
