Landlord Ripped Me Off $900

I live in Vancouver,BC. I saw an ad on Kijiji (like facebook marketplace) for a rental suite for $1800/month. I texted the owner saying I was interested and he told me I need to pay him a deposit before we sign the contract the next day otherwise he's not gonna take it off the market. I e-transferred him the deposit (like Venmo or Cashapp in the US) and the next day we meet to sign the lease agreement. That's when he surprised me with a mandatory contract on top of the lease agreement that lists all kinds of fines and penalties ($200 for missing garbage collection day, $150 for leaving the clothes in the dryer etc) obviously I refused to sign that contract because in this case the landlord is gonna be the judge, jury and executioner for the fines so I told him I'm gonna pass and asked for my deposit back.

That's when he said he's gonna keep the deposit because of the lost opportunity for the time he took the suite off the market (1 day). I told him that's illegal and that I intend to sue him, his reply was "you're gonna spend thousands of dollars on a lawyer and wait years for a judgement for $800" and blocked me. Is there anything I can do or he's right?

Edit : I tried going to my bank (CIBC) and explained the situation to them but they said they can't do anything about money that was deposited and that I should contact law enforcement if I've been a victim of fraud/scam
