Landlord Shut Off Mils Water

I need some advice for my MIL living in Texas asap.

She’s renting a house in a rural area of Houston in Harris County, TX. She rents this home under the table from her landlord. MIL has all sorts of credit issues that made a deal like this helpful and honestly a necessity. The water bill is included in her under the table rent. MIL has an electric account and pays that directly herself. There is no lease agreement. The deal is completely under the table.

On monday, the landlord reached out to MIL and told her that she wanted her out by Sunday- in 6 days. The very next day, the landlord shut off my MILs water.

I know both of these are illegal. But I have no idea what to tell my MIL to do here. Can anyone point me in the right direction?
