Lead Inspection Lease Termination [md]

I recently searched up the address of my rental on the MDE website which shows that the required lead certification was not performed before I moved in. My limited understanding after reviewing the MDE pamphlets and the MD code (particularly §8-215, §6–815, and this document) is that I can request to terminate the lease on these grounds.

I am curious if my basic legal understanding of this is correct, and whether this is the type of case to get thrown out. There have been a number of issues with the unit and management is trying to charge me five figures to terminate early.

Edit: It is an "affected property" as it was built over a hundred years ago.
