Leaking Roof In Condo; Property Management Doesn't Want To Fix

I live on the top floor of a condo building in Midwestern US. The roof has been leaking into my unit for 3 weeks now and the property management company has said "it's not the roof, it's the HVAC vent that's causing the leak". When performing this assessment, they did not visit my condo, nor the roof, and did not reply when I asked for the property manager's qualifications that lets him make such diagnoses remotely.

I've had two separate roofing companies assess the roof and they've both said that the seams in the roofing membrane are open, they can feel that there is water underneath the membrane and that's how it's getting into my unit.

I was able to get a hold of one HOA board member and share these estimates with him (and property management) and he agreed that it's a common element problem. There still hasn't been any movement on getting it fixed, and the HOA board keeps deferring to the property manager who has gone radio silent.

Are there any legal recourses available to me, to hold the property management company and/or the HOA accountable?
