Legal Ways To Address Nightmare Neighbor Situation, Juvenile Gang

RI. I bought a triplex a year ago and I live in one of the units. I live next to a fourplex. The 3rd floor of this building houses two juvenile males. I'd guess around the 16ish age range. They have many friends who are constantly streaming in and out of the building all day. They don't appear to go to school.

Since I moved in, they've been slowly escalating a one sided prank war on me.

It started with sexual moaning noises when they saw me. And funny voices. They sit on their porch and drink soda and throw the cans in my shrubs. They throw garbage out the windows onto my property. They threw a sandwich on my windshield. They threw a brick over my fence with the intent of breaking some ice that had formed under my gutters. They put what appeared to be a joint or a blunt on my ac condenser unit and picked it up again. They have some fascination with the ac condenser unit and have hopped over the fence to examine it with their phone lights. They spit/hock loogies on my property over the fence. They throw used condoms over my fence.

In response, I've called the police each time. Emailed Code Enforcement. Put up no trespassing signs. Put up security cameras. Spoken to their parents. Spoken to the landlord. And it hasn't stopped. The landlord said only two of the juveniles actually live there, but the unit has become a hangout spot for many male juveniles in the area. The parents work and they are on section 8. He says while they've thrown cans into the shrubs on his side of the fence as well, that the parents always pay rent on time, and he will not evict them over their behavior towards me, my property and my tenants.

This obviously causes me a lot of stress. I never know when I'm going to get a security camera alert that one of these hoodlums are literally climbing my fence, or throwing something over the fence.

Or if I'm going to run into a gaggle of them and have to deal with multiple teen boys literally mocking me like they are middle school bullies.

The cops have told me that since my town is a low income area, issues with juveniles like these is extremely common. And because they are minors, it's not their policy to pursue these matters.

I'm considering going to an attorney and having maybe a scary letter sent to the landlord. His primary goal is obviously money and convenience, so if I'm more annoying to deal with than the tenants, he may evict them/not renew their lease.

Id appreciate if there's anything I'm missing that I could do.
